Letter Before Claim — Formal Pre-Action Demand

This letter constitutes a formal Letter Before Claim served pursuant to principles of fair notice and pre-litigation good faith. It is the final opportunity to resolve this matter before commencement of federal litigation in the United States District Court for the District of Wyoming.

I. Summary of 12 Intended Causes of Action

I intend to file a Complaint in Wyoming seeking $142,000,000 to $289,000,000 for: (1) Defamation (Libel), (2) Tortious Interference with Contractual Relations, (3) Tortious Interference with Business Expectancy, (4) Intentional Infliction of Emotional Distress, (5) False Light Invasion of Privacy, (6) Civil Conspiracy, (7) Aiding and Abetting Conversion, (8) Abuse of Process, (9) Vicarious Liability, (10) Fraudulent Misrepresentation, (11) Negligent Misrepresentation, and (12) Interference with Prospective Economic Advantage.

II. Pre-Suit Demands ($10,000,000 Discount Option)

1. Retraction and Removal: Permanently remove all defamatory articles from taxpolicy.org.uk, X, and LinkedIn, including “Matrix Freedom — the scam conspiracy theory” (8 June 2024) and “Iain Clifford Stamp’s $600m US tax fraud” (17 May 2026).
2. Public Apology: Publish an unqualified front-page public apology on taxpolicy.org.uk.
3. Withdrawal of Bar Complaint: Formally withdraw the UPL complaint filed with Wyoming State Bar Counsel Mark W. Gifford on March 10, 2026.
4. Written Undertaking: Agree not to publish further statements without technical review.
5. Monetary Settlement: Pay $10,000,000 as a full and final pre-suit settlement.
